韩国和德国造船企业也试图参与印尼海军的潜艇项目。韩国大宇集团正在为印尼提供3艘“加纳帕萨”级潜艇，但印尼与法国的合同表明，韩国企业继续与印尼合作的计划落空。新加坡拉贾纳姆学院国防与战略研究所研究员科林·高对美国“防务新闻”网站表示，继续购买韩国潜艇有利于确保武器装备的通用性，印尼却没有这样做，原因耐人寻味。他分析说，“海军集团”在营销领域更加积极，这家企业可能在技术转让方面给出了更优厚的条件。
“海军集团”近年为智利、巴西、印度和马来西亚建造了14艘现代化潜艇。作为主打外销的型号，“天蝎”级兼顾远洋和近海作战，1600吨至2000吨的排水量适中；武器舱容量为18枚鱼雷和导弹，能胜任反潜、反舰、情报搜集、特种作战等任务。得益于高密度锂离子电池，印尼订购的潜艇隐蔽性更强，一次充电能连续潜航12天以上。
交易双方都没有透露合同的价值。印尼政府去年已批准为新型潜艇提供21.6亿美元贷款。“天蝎”级于2033年左右服役后，印尼海军将拥有一支包括12艘潜艇的水下力量。
